Yes. The City of Hackensack regulates rents under Chapter 134 of its city code, titled Rent Stabilization, with a Rent Stabilization Board.
The chapter sets how rents may increase on covered units, provides for surcharges such as capital improvements, and lists exemptions including public housing, hotels and motels, and dwellings whose rents are regulated by state or federal law. Which buildings are covered depends on the building, and the rules are detailed enough that they should be read for the specific property rather than summarized.
What that means when you are looking. Ask the landlord whether the unit is subject to Hackensack's rent stabilization chapter, and if the answer matters, confirm it with the city's Rent Board before you sign. The ordinance text is published on the city's website.
